CESO Communications

The challenge

Bridgeport Independent School District, a small rural district in Wise County, Texas, did not have a dedicated communications professional on staff. As in many districts of its size, communication responsibilities were spread among administrators and principals, with no centralized strategy to guide messaging or engagement.

When Dr. Amy Ellis was hired as superintendent, she brought with her a strong belief in strategic communications and relationship-building. Having previously worked in districts with robust communications programs, she immediately recognized that Bridgeport ISD lacked the systems, protocols, and support needed to communicate consistently and effectively with staff, families, and the community.

Even before officially starting the role, Dr. Ellis contacted CESO Communications to help build a communications program that would emphasize transparency, trust and two-way engagement.

Our approach

CESO Communications partnered with Bridgeport ISD in January 2022 to establish a structured, strategic approach to communications.

The partnership began with a Baseline Communications Assessment (BCA) to evaluate the district’s existing practices and identify areas for improvement. From that assessment, CESO developed a communications plan outlining priorities, recommended processes and measurable goals.

Early work focused on building foundational communications tools and channels. CESO helped establish the district’s social media presence, created two monthly electronic newsletters — The Bulletin for the community and The Bull Pen for staff — and supported the district with weekly social media content and messaging.

CESO also worked closely with district staff during the transition of the district website from Blackboard to Finalsite, helping improve navigation, accessibility and design so families could more easily find information.

Because Bridgeport ISD faced several major challenges — including declining enrollment, facility planning discussions and multiple bond elections — CESO also provided strategic messaging support, helping the district communicate clearly and transparently during complex situations.

Throughout the partnership, CESO strategists met regularly with district leadership to plan communications priorities, provide counsel on messaging and help administrators move from reactive communication to a more proactive, strategic approach.

Our impact

CESO’s partnership helped Bridgeport ISD build a communications program where little formal structure had previously existed.

The district now has consistent communication channels for both internal and external audiences, including regular newsletters, an active social media presence and clearer website organization. Systems and protocols are also in place to guide communication during routine operations and crisis situations.

Dr. Ellis has also expanded opportunities for stakeholder engagement, including campus lunch-and-learn meetings with staff, bilingual parent outreach sessions and regular surveys to gather feedback from employees and community members. These efforts have strengthened relationships and created more authentic two-way communication throughout the district.

CESO has also supported Bridgeport ISD through challenging moments, including difficult personnel decisions and multiple bond elections. By helping the district share information transparently and consistently, the partnership has helped maintain trust even during difficult conversations.

The district has also seen increased interest in open enrollment, which helps generate additional state funding, an important outcome for a small district navigating enrollment pressures.

While Bridgeport ISD continues to face challenges common to rural school systems, the communications infrastructure now in place gives district leaders greater confidence in their ability to inform, engage and build trust with their community.
